Questa mattina a Villa Firenze, sede della nostra Ambasciata a Washington, sono intervenuto all’apertura del workshop “Cybersecurity Challenges and Opportunities for Italy and The U.S.

Prima di me ha fatto gli onori di casa l’Ambasciatore Armando Varricchio, la persona che ha favorito questo importante appuntamento consentendo ad una delegazione estremamente eterogenea come la nostra di dialogare con un approccio interministeriale in un contesto di importanza strategica per il nostro Sistema Paese.

La conferenza è stata un’importante occasione per arricchire le nostre conoscenze sulle dinamiche che caratterizzano l’approccio statunitense nella valorizzazione e nella difesa delle aziende che sviluppano tecnologie inerenti il dominio cibernetico.

Abbiamo approfittato dell’occasione per presentare al pubblico americano quella che è l’architettura cyber italiana grazie ad un intervento molto approfondito del Vice direttore del DIS, con delega alla sicurezza cibernetica, professor Roberto Baldoni.

Nel succedersi dei panel il delicato tema della Sicurezza Cyber è stato trattato quindi dalla prospettiva militare grazie al preziosissimo contributo del Generale Francesco Vestito, Comandante del CIOC (Comando Interforze per le Operazioni Cibernetiche).

L’Ambasciatore Francesco M. Talò e il Consigliere Andrea Mazzella hanno parlato del ruolo del MAECI rispetto ai futuri sviluppi del quinto dominio.

In rappresentanza del MISE, il dott. Carmine America, Consigliere del Vice Premier Di Maio ha parlato degli ingenti investimenti fatti su nuove tecnologie, sulla Blockchain e Intelligenza Artificiale.

Il Governo non può proteggere il dominio cibernetico da solo, abbiamo bisogno di rafforzare le partnership pubblico-private. Dobbiamo lavorare con i principali stakeholders.

Fondamentale in tal senso è stato quindi il contributo delle società. Sono intervenute: Tesly, Enel, Leonardo, Almaviva, Engineering e Intesa San Paolo rappresentando le capacità, il valore e l’ambizione del nostro Paese.

Il settore cyber sta conoscendo oggi uno sviluppo rapidissimo. Per fare Sistema Paese è importantissimo costruire un network solido, dobbiamo stimolare le realtà del mondo produttivo che sono capaci di innovare e sviluppare nuove tecnologie. Non possiamo permetterci di restare indietro.

Good morning to everybody,
first of all let me salute all the participants to this conference on Challenges and Opportunities of Cybersecurity on behalf of the Italian Defence. I am delighted I can open the conference together with the Ambassador of Italy to the US, H.E. Armando Varricchio, and the many distinguished guests from institutions, academia, the scientific world, and prominent companies involved in cybersecurity.
On the occasion of my recent visit to the US last January I had an opportunity to discuss significant industrial topics and cooperation in the defence and cyber fields with Undersecretary for Defense, Mrs. Ellen Lord. With General Edwin Wilson, the person responsible for the US Cyber Defence sector, we dwelled into Italian and US regulations on the matter. We have also talked about education and training, recruitment, and the future global guidelines for the cyber sector.
I Think the Governments and their branches cannot protect security alone, or ensure compliance. There are private stakeholders who are just as important. I am referring to citizens, users, big companies managing data and networks, or developing software and technology.
In Italy, the Presidency of the Council of Ministers has responsibility over cyberthreats as a whole through the Intelligence Agency for Security.
The President of the Council of Ministers is the top authority. Below him, other agencies hold the responsibility at various levels. From top to bottom, we have a strategic political guidance and coordination level embodied by the Inter-departmental Committee for the Security of the Republic; another level to manage cyber crises through the Information and Security Division; and the lower level ensures operational support through the Cyber Security Team. Professor Baldoni, the Deputy Director of the Information and Security Agency will explain this later in further details.
Within the scope of its responsibility, Defence is a fundamental piece of this institutional network. We are engaged on two fronts. On the one side, we support national security for we are part to the architecture of the Presidency of the Council of Ministers I have just described to you. On the other, we need to develop the ability to plan and conduct Cyber Operations, that is, counter the attacks in the cyber domain to the national Defense network and to our networks in the theaters of operations.
We have established the Joint Command for Cyber Operations that reports directly to the Chief of Defence. It is the national cyber command enabled to conduct military operations in the cyberspace.
This cyber capacity of ours will be used in operational theaters where our contingents are deployed, and more specifically within the HQs of our projected forces through Operational Cyber Cells.
What is more, Defense is also fielding its dual use capabilities to increase our resilience in the cyber domain, that is, our ability to react and restore the functions of critical networks and infrastructures following a cyber threat or attack.
Within the European Union, Italy is in the group of countries that have implemented the Directive on security of network and information systems – also known as the NIS Directive. With this Directive, as the name suggests, the Union has defined the required measures to increase the security of network and information systems across Europe. Based on this initiative, our country is making every effort to be more resilient vis-à-vis new threats that are already undermining our national security and growth.
In Europe we will vote soon an important act for security certification. In Italy we are working with Ministry of Economic Development on CVCN, the national certification and valutation center.
A Cyber Project Team under my direction has recently been established to draft, together with the contributions from the Defence General Staff and the Services, the political guidelines to harmonize all aspects of the cyber domain. These guidelines will also address Information and Communication Technology, Command and Control, and cyber security, together with Intelligence, Surveillance, and Reconnaisance aspects.

The cyber sector is developing at incredible speed. A joint discussion with industries will be key, as they will be able to innovate and develop new hardware and software technologies.
We cannot afford the luxury of lagging behind.
